what is ssl enabled
I need some info about software. My cookies are disabled. And I need to go from HTTP to an SSL enabled serve?

I am not very computer literate but the party I am dealing with online has informed me that I need to fix rhese two issues, Can you help? What are the community guidelines?

At the top of Internet Explorer go to Tools then to Internet Options. Once there hit the Privacy tab. then hit Advanced. Then make sure you check the box “Override cookie handling” and make sure they are all turned on.

That should fix your cookie problem.

Also when you are in Internet Options go to Security tab and then to Custom. Make sure you “access data across domains” is set to enabled or prompt, and then go to the Advanced tab in Internet Options and make sure use SSL (SSL2, SSL3, etc) are all checked. restart Internet Explorer and you should be good to go.
